Institutions of Higher Education and Scientific Research occupies a corner stone in the nations' economy and development. In addition to their role in providing a source for knowledge and sciences and being instruments for their development, they play a direct and effective roles in the economic and industrial sectors. These institutions are also concerned of the emergent needs in order to create the environment necessary to set the directions for the nations economy and industry.
This central status of the higher education institutions and the research they offer at all levels would make it imperative to be kept  under continuous planning and development. Assessment studies and reviews for these institutions would be more demanding nowadays in order to put them   in line with the world variations and emergent needs of globalization and information technologies as well as the development plans for the national economies. Getting the higher education and scientific research  experts and specialists participating in meetings and colloquia would be a tool to fulfill the relevant studies and reviews needed.
The first conference for planning and developing education and applied scientific research in the Arab countries was held in Aleppo, Syria in the year 2003 (1423 H). As a matter of emphasis on the role of that conference and as a continuation on the same issue, this second conference is planned to be held at KFUPM, Dhahran, Saudi Arabia to discuss planning and development of education and scientific research in the Arab countries.
The conference aims at getting together the experts and researchers in the field of higher education in the Arab countries to reciprocate opinions and expertise on higher education and scientific research activities and development in the Arab world.  The conference also aims at investigating and discussing various relevant practices and experiences to make use of them in exploring the hurdles and setting strategies to surmount them. Discussions will also focus on trials for linkage of higher education and research programs with the vital issues of the Arab world and the tools for quality assurance of education and polices and regulations needed to make higher education accessible to all qualified people in the Arab world.
As a means to fulfill the set objectives, the conference is planning to invite group of experts, specialists and decision makers from institutions of higher education and scientific research in the Arab countries as well as international experts in the fields of planning for education and scientific research. The conference will also invite specialists from university professors and research institutes and from those engaged in higher education and research at the Arabic and international levels. These invited bodies will include individuals, agencies, organizations and institutions linked to education and scientific research. All of these experts are expected to present their research relevant to the conference issues.
